How high will US product exports rise?
The US exported an average of 2.5 mmb/d of refined product during 2011, up from 2.0 mmb/d the year before and 1.1 mmb/d in 2006. Distillate fuel accounts for the bulk of this increase, although US gasoline exports have also grown sharply, nearly doubling in 2011 alone. At the same time, US product imports have steadily declined, with gasoline volumes falling from more than 1.2 mmb/d in 2006 to just 800 mb/d in 2011.
The country is now net long on most major products, particularly distillate and residual fuel, and is even moving close to a net long position for gasoline. In fact, during the latter months of 2011, the countrys net gasoline deficit was often below 150 mb/d. Can this trend continue in 2012? Could the US move into a net long position for gasoline?

Will inland North America margins come back down?
Thanks to their access to discounted crude, refineries located in the North American Mid-Continent enjoyed a banner year in 2011, with margins often surpassing those earned during the Golden Age. This "inland discount" declined slightly in 4Q2011, but it still represents a sizeable advantage to many refineries.
With additional pipeline capacity being established from points inland to the US Gulf Coast over the next year, the discount could narrow or even disappear due to the lower costs associated with pipeline transportation. But there are numerous other factors likely to pressure this discount in the other direction, including continued production growth from inland fields and the shifting crude slates of refineries in the US Midwest. Can inland North America refineries expect another year of strong returns?
Could European countries turn to protectionism to prop up the local refining industry?
Since independent refiner Petroplus announced in late December 2011 that it could no longer operate its refineries in Belgium, France, and Switzerland due to the loss of its US$ 1 billion credit facility, trade groups in all three countries have been demanding that their governments intervene, with one French union even calling for the nationalization of the companys French refinery. However, the Petroplus crisis only increases the pressure being felt by various European governments to protect domestic refineries from closure.
Now, several groups are calling for the imposition of an import tariff on refined product, ostensibly to compensate for the higher cost of operation for European refineries. Others have recommended blocking the construction of additional stand-alone product storage capacity, as these generally facilitate imports and, in that context, work against the domestic refining industry. Will any European nations institute such protectionist measures and, if so, will they actually work? How would this affect margins in the Atlantic Basin? Would it negatively impact US refineries that have increasingly looked to Europe as an export market?
How will investment in Russias refining industry affect Eurasian crude and product flows?
In an effort to spur refining investments, the Russian government has modified its export tax regime to reduce the profitability of HFO. Further reforms affecting the profitability of exporting HFO are planned by 2015, and refiners have responded by accelerating their modernization plans.
If Russian refiners were to achieve an overall product yield similar to that in Europe, for example, the country could theoretically meet all its anticipated domestic demand needs while reducing HFO exports by up to 1 mmb/d. At the same time, Russia would use less crude so exports could increase from 4.8 mmb/d currently to as much as 6.3 mmb/d. But how quickly (if ever) would the Russian refining industry be able to carry out such an overhaul? And how much of an impact would shifts of this magnitude have on Europe, the primary recipient of most exported Russian crude and product? |

Sunocos Eagle Point Refinery Move Far from a Done Deal

| Sunoco confirmed in November that it had been trying to sell the equipment at the Westville, N.J., site since the refinery closed two years ago. But Sunoco spokesman Joe McGinn said Monday there was still no deal to sell the machinery.
On a trade mission to India on Friday, Fred P. Hochberg, chairman and president of the Export-Import Bank, told Indian officials the bank had issued a letter of interest to the Indian entrepreneurs indicating it would consider financing. But the letter is nonbinding.
Cogan, the banks spokesman, said the banks mission was to support U.S. exports at a net benefit to the American economy. It had not reviewed the economic implications of selling the refinery to an overseas buyer
"Disassembling a plant and reassembling it overseas is a complex project with many implications," he said.

Its unclear why Amerind officials misrepresented the banks commitment. Cogan said some prospective loan recipients had used the banks letters of interest to secure political or financial support for projects.
The story became symbolic of the decline of American manufacturing after some former Sunoco employees reported they had been approached about working as contractors to dismantle the equipment they had helped build and maintain. Sunocos McGinn said no workers had been hired to break down the plant.
American refineries are grappling with overcapacity. In addition to the Eagle Point plant in Gloucester County, Sunoco says it will sell or close two other Philadelphia-area refineries, and ConocoPhillips has idled its plant in Trainer, Pa.

Kinder Morgan to Build Condensate Processing Facility

Kinder Morgan Energy Partners announced it will build, own and operate a petroleum condensate processing facility near its Galena Park terminal on the Houston Ship Channel. With an initial throughput of 25,000 bpd and a design that provides for future expansions of up to 100,000 bpd, the approximately $130 million project will split condensate into its various components such as light and heavy naphthas, kerosene and gas oil. A major oil industry customer is underwriting, through a fee structure, the initial throughput of the facility.
“The location of our new facility, when combined with our recently announced $220 million crude/condensate pipeline, will provide customers with unparalleled connectivity to crude oil and clean products markets including refineries, chemical companies, gasoline blenders, finished product storage, outbound pipelines and marine facilities on the Texas Gulf Coast,” said KMP Products Pipelines President Tom Bannigan. The transaction is expected to be immediately accretive to cash distributable to KMP unitholders upon the project’s completion in January 2014.

The pipeline, which will transport crude/condensate from the Eagle Ford Shale in south Texas to the Houston Ship Channel, will consist of almost 70 miles of new-build construction and 113 miles of converted natural gas pipeline. Construction on the pipeline began this week and Kinder Morgan expects it to be in service in the second quarter of 2012.

EPA Releases Formerly Confidential Chemical Information

| As part of Administrator Lisa P. Jacksons commitment to enhance the U.S. Environmental Protection Agencys chemicals management program and increase transparency, the agency is making available to the public hundreds of studies on chemicals that had been treated as confidential business information (CBI). The move is part of EPAs plan to make public the chemicals that are not entitled to CBI status. Releasing the data will expand the publics access to critical health and safety information on chemicals that are manufactured and processed in the U.S. Newly available information can be found using EPAs Chemical Data Access Tool.
"EPA is increasing the availability of critical health and safety studies on chemicals that children and families are exposed to every day. We are making important progress in making this information public and giving the American public easy access to it," said Steve Owens, assistant administrator for EPAs Office of Chemical Safety and Pollution Prevention. "Over the next year, we expect to review several thousand additional studies on industrial chemicals and make many of these more accessible to the public."

Since 2009, 577 formerly confidential chemical identities are no longer confidential and more than 1,000 health and safety studies are now accessible to the public that were previously unavailable or only available in limited circumstances. In 2010 EPA issued new guidance outlining the agencys plans to deny confidentiality claims for chemical identities in health and safety studies under the federal Toxic Substances Control Act (TSCA) that are determined to not be entitled to CBI status. EPA has been reviewing CBI claims in new and existing TSCA filings containing health and safety studies. |

Philly Area Contemplates Future without Refineries

With three area oil refineries potentially shutting down by next July, the fallout on commerce on the Delaware River will be staggering.
Recent decisions by Sunoco Inc. to sell or close its South Philadelphia and Marcus Hook refineries and by ConocoPhillips to shut down, if it cant sell, its Trainer, Delaware County, refinery have given fresh fodder to opponents of deepening the Delaware River navigation channel.
Delaware Riverkeeper Maya van Rossum fired off a letter Thursday to the Army Corps of Engineers in Philadelphia, demanding a redo of the cost-benefit calculation of the $300 million channel dredging. Before committing to deepening the entire channel from 40 to 45 feet, she argued, take into account that half the oil refineries on the river may close.

"The Army Corps has identified the oil facilities as the largest group benefiting from the deepening," van Rossum wrote Lt. Col. Philip Secrist. "How will you be reconsidering the economics of the project?"
But regardless of the 103-mile channel deepening - which is under way and proponents say will allow bigger ships to do business here - the economic effect of closing three refineries will be dramatic.
"It would decimate the communities of Marcus Hook and Trainer," said Tom Jackson, senior economist with IHS Global Insight Inc. in Eddystone. "Its important to remember, this has broader impacts."
At stake are not only 2,000 well-paying refinery jobs but also work for contractors, river pilots who guide the vessels, ship agents and chandlers, tugboats, and "lightering" companies that unload oil from large vessels to smaller ones in the bay so that ships can navigate the 40-foot main channel.
Add to that the suppliers, engineers, repair and maintenance, and "launch" firms that ferry food, people, and parts to service the tankers. There are restaurants, retail shops, and neighborhood taprooms where refinery workers at Sunoco and ConocoPhillips eat, drink, and spend their money.
"It impacts the regional economy in a lot of different ways," said Dennis Rochford, president of the Maritime Exchange for the Delaware River and Bay. "If you lose the refining capacity that produces the gasoline, home heating oil, and jet fuel used in this marketplace and beyond, then youve got to bring it in from elsewhere, and there is a cost associated with that." |

Enterprise to Optimize Gas Processing Facility in South La.

| Enterprise Products Partners L.P. (EPD) on Monday announced that work is nearing completion on a series of infrastructure improvement projects designed to optimize the partnerships Neptune cryogenic natural gas processing facility in St. Mary Parish, Louisiana.
The enhancements made to the Neptune plant will offer greater flow assurance and flexibility for onshore and offshore producers in the Gulf Coast region.
The various initiatives include construction of a new condensate stabilizer facility at Neptune, new pipelines and associated interconnects, additional compression and installation of other related equipment, including dehydration units.

"Neptune represents one of Enterprises most efficient processing facilities and is a strategic part of our important Gulf Coast assets, serving as a natural gas processing hub for onshore and offshore producers," said A.J. "Jim" Teague, executive vice president and chief operating officer of Enterprises general partner. "Complementing the optimization program is our existing value chain of integrated assets, which has provided us with a foundation from which we have been able to fill in the infrastructure gaps efficiently and cost effectively, allowing the full capabilities of Neptune to be realized."
Comprising the various optimization projects are:
Installation of a new 18,000 barrel per day (BPD) condensate stabilizer To support improved flow assurance of natural gas production transported on the Nautilus offshore pipeline, Enterprise has completed the installation of new equipment designed to stabilize the condensate that develops in the Nautilus pipeline as the rich gas is transported from the deepwaters of the Gulf of Mexico. The stabilizer replaces a 5,000 BPD unit. Used in tandem with a new 10,000 BPD slug catcher expansion added upstream of Neptune by Enbridge, the stabilizer will promote greater efficiency by significantly reducing the need to divert natural gas that does not meet specifications. Enterprise owns a 26 percent equity interest in Neptune Pipeline Company LLC ("NPC"), which owns the Enbridge-operated Nautilus and Manta Ray pipelines.
Columbia Gulfs East Lateral Efficiency Optimization Project (ELEOP) In support of Columbia Gulf and its ELEOP strategy, Enterprise has added new pipe and compression facilities that will allow Neptune to process natural gas from the South Marsh Island area of the Gulf of Mexico received via Columbia Gulfs ELEOP project. At Neptune, producers will have access to seven residue outlets. In addition, the partnership has added compression and a new 500 million cubic feet per day (MMcf/d) dehydration unit at Neptune to accommodate these additional volumes. |

Eastman to Expand Plasticizer Lines in Estonia, U.S.

Eastman Chemical Company on Thursday announced a second expansion of its Benzoflex plasticizer line at the Kohtla-Jarve, Estonia, site. The expansion will increase Benzoflex capacity at the site by an additional 11,000 metric tons and is expected to be completed by the end of second quarter 2012.
The company also announced plans for expansion of the Benzoflex plasticizers and Admex polymeric plasticizers lines at its Chestertown, MD and Kingsport, TN sites. The total capacity for the expansions in North America is approximately 9,000 metric tons and is also expected to be completed by the end of second quarter 2012.

These expansions reflect the continuing growth in demand for alternatives to traditional phthalate products, said Heidi Barnes, Oxo and Plasticizers business director. The additional capacity will allow our Performance Chemicals and Intermediates segment to satisfy increasing customer demand for non-phthalate plasticizers.
A benzoic acid derivative, Benzoflex is used in coatings, adhesives, sealants and caulks, and is also used to provide flexibility to PVC in a wide variety of applications, including vinyl flooring. Admex plasticizers are used to enable flexible vinyl compounds to compete with rubber and thermoplastic elastomers in a variety of applications, including PVC-based adhesive tapes, conveyor belts, gaskets and hoses. Benzoflex and Admex plasticizers are non-phthalates for manufacturers who are looking for sustainable alternatives to traditional phthalate plasticizers.
Around the world, customers continue to preferentially select Eastmans non-phthalate plasticizers, said Joost Berting, managing director, Europe, Middle East and Africa region. These capacity expansions for our Benzoflex plasticizer product line are a demonstration of our commitment to grow with our customers in a sustainable way both in established markets as well as fast expanding regions. |

Obama Asks EPA To Withdraw Ozone Quality Plan

| President Barack Obama on Friday asked the Environmental Protection Agency to withdraw a proposed ozoneair quality regulation, citing the nations wobbly economy as a reason.
President Obama, a few hours after a government report showed the economy added no jobs last month, said while he supports keeping people safe from air pollution he must also consider the burden that a new airquality standard would place on states and businesses.
"At the same time, I have continued to underscore the importance of reducing regulatory burdens and regulatory uncertainty, particularly as our economy continues to recover," President Obama said. Earlier in the week, President Obama said the proposed regulation could cost the economy $19 billion to $90 billion.

The EPAs ozone rule has been among the more controversial regulations proposed by the environmental agency. Republicans and industry groups say the rule would be too costly to implement and lead to a slowdown in economic growth.
Environmental groups were quick to criticize the administrations move.
"The Obama administration is caving to big polluters at the expense of protecting the air we breathe," League of Conservation Voters President Gene Karpinski said in a statement. "This is a huge win for corporate polluters and huge loss for public health."
Earlier this week, House Republicans said they would hold a vote this winter on a bill to prevent its implementation.
In January 2010, the EPA proposed to tighten ozone standards from a range between 60 and 70 parts per billion, down from 75 parts per billion.
President Obama has faced continued and growing criticism from Republicans and business owners about his administrations regulations. House Speaker John Boehner (R., Ohio) earlier Friday said "Privatesector job growth continues to be undermined by the triple threat of higher taxes, more failed "stimulus" spending, and excessive federal regulations."
Boehners statement was in response to a jobs report Friday that showed the economy added no jobs in August.
President Obama made clear in his statement that the newer air quality standards may still be in the pipeline.
"Work is already under way to update a 2006 review of the science that will result in the reconsideration of the ozone standard in 2013," President Obama said. He continued, "Ultimately, I did not support asking state and local governments to begin implementing a new standard that will soon be reconsidered." |

Hydratight Opens New Facility in California

Hydratight has set up a major new facility in Concord, California, for operations across the US western seaboard.
The new facility, in the heart of northern Californias oil refinery district, will be Hydratight's regional hub a product supermarket for the rental and sale of equipment to service power stations, refineries and other industrial facilities across the whole of the western US.
The Concord site, which replaces the companys Sacramento facility, covers 10,000sq ft and will house all sales, engineering and management functions as well as a fully equipped workshop with assembly testing, refurbishing and preparation stations on site..

The building also include full scale training facilities, so product instruction and information can be offered to customers.
The 70 mile move to this new, larger facility gives us a more strategic location and larger training facility, said Rory Abrams. Customers all over the west coast will have easier access to all our services and we look forward to increasing our rental and training business in the coming year.
This is the second major facility opened by Hydratight this year. In June, the east coast hub was opened in Somerset, New Jersey, which offers similar facilities to customers across the US eastern seaboard. It also brings together Hydratight operations in Cranford and Flemington to be the new centre of excellent for nuclear products and service |

| As a result of the fire that shut down Valero's Memphis, Tennessee refinery, the U.S. Environmental Protection Agency (EPA) has exercised its authority under the Clean Air Act to temporarily waive certain federal clean gasoline requirements for parts of Tennessee. This waiver will allow greater flexibility for the fuel distribution system to support an adequate supply.
This waiver was granted by EPA in coordination with the Department of Energy (DOE), at the request of Tennessee Governor Bill Haslam.
EPA Administrator Lisa P. Jackson determined that extreme and unusual supply circumstances exist, which are likely to result in a shortage of gasoline compliant with federal regulations. The federal waiver will help ensure an adequate supply of gasoline in the affected area until normal supply to the region can be restored.

The waiver applies to 7.8 psi low RVP requirements that apply in the Shelby County, Tennessee, portion of the Memphis metro area. The waiver is effective for 20 days and allows the sale of 9.0 psi conventional gasoline in the Shelby county low RVP covered area. As required by law, EPA and DOE evaluated the situation and determined that granting a short-term waiver was consistent with the public interest.
To mitigate any impacts on air quality the Clean Air Act provides strict criteria for when fuels waivers may be granted, and requires that waivers be limited as much as possible in terms of their geographic scope and duration.
